The Medical Certificate of Multipurpose Disability is a document that proves the degree of physical or mental disability, permanent or temporary, of a user.

This certificate offers access to various social, tax and economic benefits, depending on the degree of disability attributed to the holder.

The Multipurpose Medical Disability Certificate is granted to people with disabilities or serious health conditions, not directly related to their ability to work. It is available to people who are working or retired, as long as they present medical reports that substantiate the need for the certificate.

Depending on the degree of disability, the certificate offers benefits such as tax discounts, fee exemptions for health services, priority care, among other social supports.

The request is made at the health center in the region of residence, using a form addressed to the president of the medical board, accompanied by medical reports justifying the request.

After the request, the applicant is called for an evaluation consultation, generally within 60 days. After the evaluation, the certificate is issued and delivered to the applicant.

In exceptional and duly justified situations, the medical board may carry out the assessment at the applicant's home, upon formal request.

Yes, in case of disagreement, it is possible to submit an appeal to the Directorate-General for Health, through the Regional Health Delegate, within 30 days after the certificate is issued.

Issuing the Medical Certificate of Multipurpose Disability costs €12.50 at a medical board and €25.00 at a medical appeal board.

The cost for reviewing or reevaluating the certificate is €5.00.

To enjoy the benefits, you must present a copy of the certificate to the Tax and Social Security offices in your area of ​​residence.

You can consult the certificate in the SNS 24 mobile application or in the Personal Area of ​​the SNS 24 portal, for certificates issued electronically after July 5, 2022.

Biography

Dr Alexandra Azevedo graduated in Medicine from the University of Barcelona in 2015, where she subsequently specialised in General Practice. During her training, she developed a strong interest in the approach to chronic pain, having completed an integrated master's degree in Medicine and Surgery with clinical research into pain management. Her professional experience includes several years of clinical practice in Spain, particularly in Catalonia, where she has had contact with a wide variety of pathologies and challenges, both in the emergency department and in primary healthcare.

She currently works as a family doctor at the ULS Braga. She has been a member of the medical-surgical emergency team at Vila Nova de Famalicão Hospital and has worked as a guest lecturer at the Nursing School of the University of Minho, teaching anatomy and physiology of the circulatory, respiratory and digestive systems.

Her main clinical interests include emergency medicine, chronic pain, depression and anxiety, as well as preventive medicine and the control of vascular risk factors. She is also dedicated to anti-smoking counselling and weight loss counselling, helping her patients to adopt healthier lifestyle habits. Her approach to care is based on a holistic vision, considering health as a balance between physical and psychological well-being.
